The presence of acceleration and deceleration at the beginning and ending of an action to display a sense of realistic/ fluid movement based on the action. Eg. An Airplane accelerating and decelerating during takeoff and landing.
Slow in Slow Out means that the character's movements begins slowly building up to a required level and then finishes slowly. For example a race the character goes out of the blocks slowly and then gradually beginning to accelerate and then decelerates towards the finish line.
Slow in slow out means that the object moving from point A to B will transition smoothly by building up slow to fast back to slow. You can achieve this by adding more images closer to the beginning and ending of the movement. Example: waving a hand, you add images closer to the ending and beginning key frames.
